As far as I could tell, it's a purely decorative structure in front of the Magic Hat brewery. It looks a bit like a rocket on a launch pad, and reminds me of The Wonderful Flight to the Mushroom Planet.
I somehow managed to have the camera on the wrong white-balance setting at the time, so the picture turned out bluer than it would normally have been -- but I decided I like it this way, to contrast with the rust.
