Aside from the fact that they're um, rather understating the situation... I think they meant EXACERBATE not exasperate.

I agree that they meant exacerbate. However, I suspect that a mere *forecast* can't exacerbate conditions, though the *snow itself* will undoubtedly do so. :P

Exasperate is legit in context, modulo the forecast nonsense.
