Definitely not a vine. I think it was on a stalk, more of a tulip-style plant. I would buy that it's some kind of crazy tulip, but it's blooming *now*!
The shape of the petals makes me think Peony, but I'd need to see a leaf. Mine are past flowering, but there are lots of varieties. Perennial, my red one has been where it is for my whole life, my white one appears to be an offspring of the red, seeded a few years back.
