What makes something a salad?

That's a hard one. In a few minutes of thought I don't have any answers that don't potentially include 'all casseroles are salads'.

OED: A cold dish of herbs or vegetables (e.g. lettuce, endive), usually uncooked and chopped up or sliced, to which is often added sliced hard-boiled egg, cold meat, fish, etc., the whole being seasoned with salt, pepper, oil, and vinegar.

On the other hand, they don't actually define tuna salad, just provide citations.

I would say foods that are prepared separately and then either mixed together or arranged on a plate (a composed salad, like Nicoise salad) without any (further) application of heat. If a dressing is used during mixing or right before or after arranging, all parts have the same dressing.
